Process for Receiving an Invitation from the University of Latvia (for Visa Application)
Step 1: Submission of Application
- Register and pay the conference fee
- If a visa is required, the participant must complete the Invitation letter application form and attach the required documents:
- A copy of valid Identity document - Passport;
- Confirmation from the represented organization (to verify the purpose of the visit) that its employee is being sent to the conference.
- Information in the application form:
- Identity document
- Confirmation from the represented organization that its employee is being authorized to attend the conference
- QIP Registration number
- First name(s) (in Latin alphabet)
- Last name (in Latin alphabet)
- Nationality / type of citizenship
- Gender
- Date of birth
- Place of birth
- Residential address
- Occupation / Representing organization
- Planned place of stay in Latvia
- Dates of entry and departure from Latvia
- Intended place of visa application submission
- Contact email address
Step 2: Confirmation of Receipt
- An automatic email reply will be sent to the participant confirming that the application has been received.
- Within approximately three business days, a representative from University of Latvia will contact the participant directly via the provided email address.
Step 3: Payment of the state fee
- Important: The review process does not begin until the state fee (for invitation approval) has been received in the PMLP account.
- The amount of the fee is 17 EUR for the invitation itself + 10 EUR for each person included in the invitation. The total will be 27 EUR (excluding bank or other commissions). After making this payment, please send us the proof of payment (in English). Without this document, we cannot request the invitation number that you will need in order to apply for a visa.

Step 4: Preparation of the Invitation
- Once the proof of payment of the state fee is received, the University of Latvia prepares the official invitation for submission to the Office of Citizenship and Migration Affairs (PMLP).
- The invitation is signed and formally forwarded to the PMLP.
Step 5: Review by PMLP
- PMLP reviews the invitation within two working days.
- Important: The review process does not begin until the state fee (for invitation approval) has been received in the PMLP account.
Information on Receiving a Visa (after the invitation is approved)
- Once your invitation has been approved, you can apply for a visa.
- The following documents must be submitted:
- A valid travel document (passport);
- A completed and signed visa application form;
- A recent photograph;
- Proof of sufficient financial means;
- A copy of valid health insurance coverage.

Important notes:
- Supporting documents (such as proof of financial means) are normally not required if your invitation has already been approved. For conference participants, this will generally not be needed, although you may be asked to provide proof of payment of the conference registration fee.
- Visa application is free of charge for scientists. According to the EU Visa Code, researchers as defined in Article 3(2) of Directive (EU) 2016/801, traveling for the purpose of carrying out scientific research or participating in a scientific seminar or conference, are exempt from paying the state fee.
